New Procurement Framework Will Speed Disease Treatment, Health Agency Says

A new procurement framework focuses on speed and expertise to help scientists fight public health emergencies such as an outbreak of Ebola or Zika. The new public health microbiology diagnostic framework will enable flexibility, speed and innovation in the development of cutting edge diagnostics and treatment tools, according to Public Health England (PHE), the statutory body that exists to improve the nation's health. PHE also expects it to generate savings on regular spend.

EPA Raises Renewable Fuel Requirements

The EPA has raised the amount of renewable fuel that must be blended into the nation's gasoline supply, drawing an immediate attack from the oil industry. The final Renewable Fuel Standards, announced last week, raise the levels from 18.11 billion gallons this year to 19.28 billion gallons in 2017.

Durable Goods Orders Rose 4.8 Percent in October

U.S. durable goods orders rebounded strongly in October, surging past expectations amid increased demand for aircraft and other transportation machinery. The Commerce Department said orders for items meant to last three years increased $11bn, or 4.8 percent, to $239.4bn last month, following a downwardly revised 0.4 percent drop in September. Economists had predicted a 1.7 percent gain.

UPS Catches Up With FedEx on Dimensional Weight Change

Two months after a similar move by FedEx, UPS has announced changes to its dimensional weight pricing schedule. FedEx plans to decrease its DIM divisor from 166 to 139 as of Jan. 2, effectively increasing the shipping costs on millions of e-commerce parcels. UPS is also lowering its divisor to 139 as of Jan. 8, but is exempting domestic air and ground parcels that are less than one cubic foot (1,728 cubic inches).
